Finallay OWA is working. OWA was displaying 'Loading' when ever I logged in. Followed every MS KB article I could find and some I could not (cheers again Mr Google).
However, all I had to do was reservice pack the stupid installation of Exchange 2003, apply the post SP2 hotfixes and ta darrr. One very happy admin and admins boss.
